“Whatever you say here will not be used against you in the future.”
I get really worried whenever I hear this. For me, it is a pointer. It means, in such institutions, what you say is typically used against you. Everybody knows it is a trap, but interestingly, many people fall for it.
If you have not had the courage to speak up before such a meeting, it is wiser not to speak in such places.
Work instead on speaking up where this is not said. You should not need the promise of protection from your persecutors to speak up.
