The clapper of a bell is held by the crown at the middle, but to send out a signal it swings left and right, touching both sides without prejudice.

Organisations do not need systems built around outliers – extreme top performers or extreme poor performers. Systems are built around the crown at the middle with reward and sanction swinging both ways to drive continual improvement, without prejudice.

Bells ring only when the clapper is allowed to go to and fro, not just to or just fro.
